Yarısı Bizden ("half is on us") is the campaign in which the Turkish state covers a large share of the cost of rebuilding Istanbul's risky buildings. It started on 22 February 2024 by Presidential Decree and on 8 September 2026 was extended to 31 December 2027. By then, according to the Ministry, 435,683 independent units had joined and 108,881 had been completed.
Support amounts
| Unit | Grant | Loan | Relocation | Total |
|---|---|---|---|---|
| First home | TRY 875,000 | TRY 875,000 | TRY 125,000 | TRY 1,875,000 |
| First business unit | TRY 437,500 | TRY 437,500 | – | TRY 875,000 |
| Owner's further homes | – | up to TRY 1,750,000 | – | – |
| Owner's further business units | – | TRY 875,000 | – | – |
The relocation support is paid once to whoever lives in the home (owner or tenant) and is separate from the Ministry's rent assistance.
Who qualifies?
Owners of homes and businesses in all 39 Istanbul districts whose building has been assessed as a risky building under Law No. 6306. The assessment is carried out by Ministry-licensed institutions using concrete core samples (see our risky building assessment guide). No e-Government application is required: after ownership is verified, owners register with the district municipality and sign a grant commitment and a loan agreement.
What is the 1.5x rule?
The new building's construction area, excluding parking and shelter, must not exceed 1.5 times the existing building. A 1,000 m² building can therefore be replaced with up to 1,500 m² (plus parking and shelter) and still receive support. Where zoning allows much more, a conventional flat-for-land deal outside the campaign may be more attractive — this should be compared at feasibility stage.
Payment plan: how the contractor is paid
The grant and loan are not paid to owners in cash but to the contractor on their behalf:
| Stage | Payment |
|---|---|
| Start of works | 30% |
| Structural frame completed | 30% |
| Plastering stage | 30% |
| Occupancy permit | 10% |
This also protects owners: the contractor is only paid as each stage is completed.
Loan repayment
- Starts 2 years after the building permit, over 10 years.
- Interest-free in year one; then updated annually by half of CPI.
- No income or credit-score check.
Checklist for owners
- Have a risky building assessment done and wait for it to become final.
- Verify the existing floor area from the title deed and approved plans; calculate the 1.5x limit.
- Take the owners' majority decision properly.
- Use our contractor checklist and write the payment stages into the contract.
- Do not leave municipal registration until the deadline.
