In short
  • According to January 2026 data, Bakırköy has Istanbul's fourth-highest average residential price at 110,484 TL/m², which strengthens the feasibility of renewal.
  • Zoning plans for Kartaltepe, Zeytinlik, Osmaniye, Cevizlik, Sakızağacı, Yenimahalle and Zuhuratbaba have been renewed since 2022; the Istanbul Metropolitan Council unanimously approved a change allowing plot-by-plot renewal without a plot-merger requirement.
  • On estates like Ataköy, where several blocks stand on one plot, the decision rule differs: if all blocks are risky, all co-owners of the plot decide; if only some are, only the owners of those blocks decide, by simple majority of shares.
  • In Bakırköy, ÇET Yapı completed the Yeşilköy Ateş Residence transformation in 20 months and built the Florya Doğa College and Bakırköy Bahçeşehir College buildings.

With the seaside neighbourhoods of Yeşilköy and Florya, the large estates of Ataköy and the dense apartment blocks of Kartaltepe and Zeytinlik, Bakırköy is one of Istanbul's most varied residential districts. That variety means each neighbourhood follows a different path in urban transformation (kentsel dönüşüm). ÇET Yapı has completed both housing and school projects in Bakırköy; this guide sums up what building owners in the district need to know.

Why Bakırköy matters for renewal

According to January 2026 data, Bakırköy's average residential price of 110,484 TL/m² is the fourth highest in Istanbul, after Beşiktaş, Kadıköy and Sarıyer. A high value per m² means a stronger feasibility for the same construction cost, leaving more room for both the owners' share and the quality of the project.

At the same time, much of the district's housing stock is old, and its location on the Marmara coast keeps earthquake risk on the public agenda. In Bakırköy, renewal is a matter of both safety and value.

A different path in each neighbourhood

Kartaltepe, Zeytinlik, Osmaniye and nearby: renewed zoning plans

Zoning plans for Zeytinlik, Cevizlik, Sakızağacı, Yenimahalle, Kartaltepe, Zuhuratbaba and Osmaniye, north and south of the railway, were on the agenda for years:

  • November 2022: the Istanbul Metropolitan Council approved, by majority vote, the revised master plan covering about 553 hectares in these seven neighbourhoods.
  • Later: according to Bakırköy Municipality, the Council unanimously approved a 1:5000 plan change allowing plot-by-plot renewal without a plot-merger requirement; the implementation plan is being prepared by the municipality.

This matters because apartment buildings on small plots can renew on their own plot without waiting for their neighbours. Even so, the exact building conditions — extra floors, floor area ratio, parking — vary from plot to plot; the feasibility study must always be based on the current zoning status issued by the municipality.

Ataköy: multi-block estate plots

Ataköy was built as mass housing from the late 1950s, and estates with several blocks on a single plot are common. Article 15 of the 6306 Implementing Regulation sets special rules for this:

Situation Who decides?
All buildings on the plot are risky All co-owners of the plot, by simple majority of shares
Only some buildings are risky Only the owners of the risky buildings, by simple majority of shares

Where only some blocks are risky, the building permit to rebuild them can be issued at the request of the risky buildings' owners alone, provided the other owners' rights are not adversely affected. Estate management, title records and block-by-block risk reports should therefore be clarified at the very start.

Yeşilköy and Florya: low-density coastal fabric

Yeşilköy and Florya have a lower-density fabric of detached houses with gardens and low-rise apartments. Proximity to Atatürk Airport has historically limited building heights and therefore zoning rights here. Key issues in renewal are preserving gardens and trees, solving parking, and the plot's current height and floor-area conditions.

Support and local resources

  • "Yarısı Bizden" campaign: owners of risky buildings can receive a 875,000 TL grant, a 875,000 TL loan and 125,000 TL of relocation support per home. The new building's area (excluding parking and shelter) must not exceed 1.5 times the existing building. See our Yarısı Bizden guide.
  • Bakırköy Municipality – KİPTAŞ protocol: signed on 21 November 2024, it provides for joint work on rapid screening, information, advice, mediation and financial support.
  • Tax and fee exemptions: transformation transactions are exempt from items such as title deed fees, notary fees and municipal charges; see our tax exemptions guide.

The right process in Bakırköy

  1. Risky-building assessment by a licensed firm and annotation on the title deed (assessment guide)
  2. Owners' meeting and decision by simple majority of shares (majority decision guide)
  3. Current zoning status from the municipality and a feasibility study showing each owner's area (will my flat shrink?)
  4. Comparing contractor offers on the same feasibility
  5. Notarised flat-for-land contract, guarantee and building permit
  6. Demolition, construction, occupancy permit and title distribution

Frequently Asked Questions

How does urban transformation start in Bakırköy?

With a risky-building assessment by a licensed firm. Once it is final and noted on the title deed, the owners are called to a meeting and decide by a simple majority of shares. A feasibility study is then prepared on the plot's current zoning status and a contractor is chosen.

Can a building in Bakırköy be renewed without merging plots?

According to Bakırköy Municipality, the Istanbul Metropolitan Council unanimously approved a plan change allowing plot-by-plot renewal without a plot-merger requirement in Kartaltepe, Zeytinlik, Osmaniye, Cevizlik, Sakızağacı, Yenimahalle and Zuhuratbaba. The exact building conditions for your plot are stated in its current zoning status document.

How are decisions taken on Ataköy estates?

Under Article 15 of the 6306 Implementing Regulation, if a plot has several buildings and all are risky, all co-owners of the plot decide by simple majority of shares. If only some are risky, only the owners of the risky buildings decide, by simple majority of their shares.

Is there state support for urban transformation in Bakırköy?

Yes. Under Istanbul's 'Yarısı Bizden' campaign, owners of risky buildings can receive a grant of 875,000 TL, a loan of 875,000 TL and 125,000 TL of relocation support per home. Bakırköy Municipality also signed an urban transformation protocol with KİPTAŞ in November 2024.

Has ÇET Yapı built in Bakırköy?

Yes. ÇET Yapı completed the Yeşilköy Ateş Residence as an urban transformation project in 20 months, built the Florya Doğa College and Bakırköy Bahçeşehir College buildings, and designed residential projects in Yeşilköy.
