In short
  • The assessment is ordered primarily by the owners or their legal representatives, at their own cost, from a Ministry-licensed institution; the request is registered in the Ministry's electronic system.
  • As a rule only one risky building report can be issued per building; the Provincial Directorate reviews it and, if complete, notifies the land registry within 10 working days.
  • The decision is posted on the building, sent to owners via e-Government and displayed at the neighbourhood office for 15 days; objections can be filed within 15 days after that.
  • Once final, the authority gives owners up to 90 days to vacate and demolish; administrative acts under Law No. 6306 can be challenged in court within 30 days of notification.

The first and most important step of urban transformation in Turkey is the risky building assessment (riskli yapı tespiti). Rent assistance, the Yarısı Bizden campaign, tax and fee exemptions and majority decision-making all depend on it. Below is the process under Articles 7 and 8 of the Implementing Regulation of Law No. 6306.

What is a risky building?

A building that has completed its economic life or is shown by scientific and technical data to be at risk of collapse or heavy damage. The assessment follows the Principles for Determining Risky Buildings annexed to the regulation and uses the Ministry's software. Unoccupied buildings under construction and derelict buildings are not assessed.

Who orders it and where?

  • Primarily the owners or their legal representatives, at their own cost.
  • Applications go to Ministry-licensed institutions; the request is registered in the Ministry's electronic system.
  • The Directorate or municipality may also act ex officio or require owners to act within a deadline; owners then bear the costs pro rata.
  • If no assessment is made within 2 months of registration, the record can be deleted at an owner's request (ex officio after 6 months).

How is it carried out?

The institution surveys the building, takes concrete core samples from columns and walls, inspects reinforcement and analyses the data in the Ministry's software. If access is refused, it can proceed with police assistance with the district governor's permission. As a rule only one report may be issued per building, so choose the institution carefully.

Timeline from assessment to final decision

Step Rule
Report sent to the Directorate Via the electronic system
Returned if incomplete Institution corrects within 30 days
Land registry annotation Within 10 working days if complete
Notification Posted on the building, e-Government notice, 15 days at the neighbourhood office
Deemed served Last day of the neighbourhood notice
Objection 15 days from the last day of the notice
Demolition period Authority sets up to 90 days

The result is recorded in the declarations section of the title deed, commonly called the "risky building note". You can check a building's status through the Ministry's service on e-Government.

Objections and lawsuits

  • Objection: owners or legal representatives (heirs, if deceased) petition the Directorate within 15 days; a technical board decides. Late objections are not processed.
  • Lawsuit: administrative acts under Law No. 6306 can be challenged within 30 days of notification.

After the assessment: demolish or retrofit?

Once final, owners must vacate and demolish within the period given (max. 90 days). Within that period they may instead choose seismic retrofitting, provided it is technically feasible, decided by the owners, designed and permitted. See the next steps in our urban transformation process guide.

Frequently Asked Questions

Who can order a risky building assessment?

Primarily the owners or their legal representatives, at their own cost. The Directorate or municipality may also carry it out ex officio or require owners to do it within a set period.

Where do I apply?

To an institution licensed by the Ministry of Environment, Urbanisation and Climate Change. The request is recorded in the Ministry's electronic system; if no assessment is made within two months, the record can be deleted at any owner's request.

How long does it take?

Fieldwork and lab time vary by institution. After review, a building found risky is reported to the land registry within 10 working days at the latest and then publicly displayed for 15 days.

How can I object?

Owners or their legal representatives submit a petition to the Provincial Directorate within 15 days after the last day of the neighbourhood notice. A technical board reviews the objection.

What if someone blocks the assessment?

If access is refused, the assessment can be carried out ex officio with police assistance, with the written permission of the district governor.
