Urban Transformation Rent Assistance in Turkey (2026): Amounts, Eligibility, Application

- Owners of a risky building vacated by agreement can receive monthly rent assistance for 18 months (buildings outside designated risky areas).
- Latest amounts announced by the Ministry (in force since 2025): Istanbul TRY 8,000; Ankara, İzmir, Antalya and Bursa TRY 6,500; other metropolitan cities TRY 5,500; other provinces TRY 4,500 per month.
- Tenants can receive a one-off payment of 2x the monthly amount; limited real right holders and caretakers living in the caretaker flat 5x.
- Apply within 1 year of eviction or demolition to the Provincial Directorate (or the municipality if authority was delegated). Rent assistance and interest support cannot be combined.
The most common question in an urban transformation (kentsel dönüşüm) project is where to live while the new building goes up. The state's rent assistance is meant to ease that period, but the amount and duration depend on whether you are an owner, a tenant or a limited real right holder. This guide summarises the rules directly from the implementing regulation.
Who is eligible?
Under Article 16 of the Implementing Regulation of Law No. 6306, rent assistance may be paid to right holders of risky buildings vacated by agreement:
| Right holder | Payment | Amount |
|---|---|---|
| Owner (home or business) | Monthly | Amount set by the Directorate, 18 months for risky buildings |
| Tenant (resident or business) | One-off | 2x the monthly amount |
| Limited real right holder living there (e.g. usufruct) | One-off | 5x the monthly amount |
| Caretaker living in the caretaker flat | One-off | 5x the monthly amount |
In designated risky areas and reserve building areas, the period is set by the institution running the project, up to 48 months.
How much is it in 2026?
The latest amounts, announced by Minister Murat Kurum in December 2024 and applied since 2025:
| Province group | Owner (monthly) | Tenant (one-off, 2x) | Limited right / caretaker (one-off, 5x) |
|---|---|---|---|
| Istanbul | TRY 8,000 | TRY 16,000 | TRY 40,000 |
| Ankara, İzmir, Antalya, Bursa | TRY 6,500 | TRY 13,000 | TRY 32,500 |
| Other metropolitan cities | TRY 5,500 | TRY 11,000 | TRY 27,500 |
| Other provinces | TRY 4,500 | TRY 9,000 | TRY 22,500 |
Different 2026 figures circulate online; as of October 2026 we have not found an official increase published after this table, so confirm the current amount with the Provincial Directorate. Over 18 months, an Istanbul owner receives TRY 144,000 in total; up to one year may be paid in advance if the Directorate approves.
How and when to apply
- The risky building assessment becomes final and the building is vacated by agreement.
- Apply within 1 year of the eviction or demolition date.
- For risky buildings, apply to the Provincial Directorate of Environment, Urbanisation and Climate Change, or to the municipality if authority has been delegated.
- Approved assistance is paid into the owner's bank account.
Directorates usually ask for ID, the title deed record, proof of eviction (e.g. closed utility subscriptions or a demolition record), a lease agreement for tenants and an IBAN. Get the current list from your directorate.
Four rules to know
- Rent assistance and interest support cannot be combined.
- It is discretionary. The regulation says assistance "may be paid"; payments depend on budget and approval.
- The Yarısı Bizden relocation support is separate. Istanbul's Yarısı Bizden campaign pays TRY 125,000 relocation support to whoever lives in the home.
- Contractor-paid rent is a contract term. Many contractors also pay owners rent during construction; this is negotiated in the flat-for-land agreement, not a legal obligation.

Frequently Asked Questions
How much is urban transformation rent assistance in 2026?

According to the Ministry's latest announcement, in force since 2025, it is TRY 8,000 in Istanbul; TRY 6,500 in Ankara, İzmir, Antalya and Bursa; TRY 5,500 in other metropolitan cities and TRY 4,500 elsewhere. For risky buildings outside designated risky areas, owners receive it for 18 months. In risky areas and reserve building areas the institution running the project sets the period, up to 48 months.
Can tenants get rent assistance?
Yes, but as a one-off payment: tenants living in or running a business in the risky building can receive twice the monthly amount (TRY 16,000 in Istanbul).
What is the application deadline?
Within one year of the eviction date or the demolition date of the risky building.
Can rent assistance be combined with loan interest support?
