Are Istanbul Buildings Earthquake-Proof? 8 Checks Before You Buy an Apartment (2026)

- The building permit date shows which seismic code the building was designed to: 1998, 2007 and the TBDY 2018 code (in force since 1 January 2019) are the key thresholds.
- Istanbul was among the first 19 provinces where the Building Inspection Law No. 4708 applied from 2001; buildings permitted after 2001 have a registered inspection firm.
- The occupancy permit (iskân) shows the building was completed per its permit; risky building status can be checked on e-Government.
- No document alone guarantees safety; a definitive answer requires soil data and an engineering survey with concrete cores.
When buying or renting in Istanbul, the key question is how earthquake-resistant the building is. A definitive answer only comes from an engineering survey, but the documents and checks below let you screen out risky buildings before you commit.
1. Building permit date and seismic code
The permit date shows which seismic code the design followed:
| Period | Code | Note |
|---|---|---|
| Before 1998 | 1975 code and earlier | Needs the most careful review |
| 1998–2007 | 1998 Disaster Areas Regulation | Stronger ductility rules |
| 2007–2018 | 2007 Earthquake Regions Regulation | Added assessment of existing buildings |
| 2019 onwards | Turkish Building Earthquake Code (TBDY 2018) | In force since 1 January 2019 |
Ask the seller for a copy of the permit or check the municipality's zoning archive.
2. Building inspection record
The Building Inspection Law No. 4708, adopted on 29 June 2001, applied first in 19 provinces including Istanbul and nationwide from 1 January 2011. Istanbul buildings permitted after 2001 should have a registered building inspection firm.
3. Occupancy permit (iskân)
The occupancy permit shows the building was completed according to its permit. A title deed showing condominium ownership (kat mülkiyeti) usually indicates an occupancy permit, whereas construction servitude (kat irtifakı) may mean it has not been obtained. Without iskân, the risk of unauthorised floors or alterations is higher.
4. Risky building search
Check on e-Government (Ministry of Environment, Urbanisation and Climate Change services) whether the building has been declared risky, and review the declarations section of the title deed. Buying a flat in a risky building means joining an urban transformation process.
5. Soil and seismic hazard
The AFAD Turkey Earthquake Hazard Map shows hazard parameters for an address. Soil reports matter especially for fill ground, former stream beds and the coastline.
6. Visual check
- Cracks, spalling or rust stains on columns and beams,
- Cut or slimmed columns to open ground-floor shops,
- Added roof or extra floors,
- Damp or water in the basement.
Any of these calls for an engineer.
7. Independent engineering assessment
The most reliable method is a survey with concrete cores and reinforcement scanning, evaluated under Chapter 15 of TBDY 2018. The legal risky building assessment is ordered by owners from licensed institutions.
8. Compulsory earthquake insurance (DASK)
Check the flat's DASK policy. It provides limited earthquake cover but does not certify the building's safety.
Bottom line
A new building and complete paperwork reduce risk, but no document alone is a guarantee. If you are considering an older building, look into retrofit or rebuild options and Istanbul's Yarısı Bizden support. Foreign buyers may also find our guide to citizenship by real estate investment useful.

Frequently Asked Questions
Are Istanbul buildings earthquake-proof?
No city's building stock is uniformly earthquake-proof. Istanbul has many modern buildings designed to recent codes, but also older buildings built before modern codes and inspection. Each building must be assessed individually.
How can I tell if a building is earthquake-resistant?
A definitive answer requires an engineering assessment based on concrete cores, reinforcement and soil. Before buying, the permit year, occupancy permit, inspection record, risky building search, soil data and a visual check provide a first screening.
Are buildings after a certain year safer?
Year alone is no guarantee, but in Istanbul building inspection has been mandatory since 2001 and the 2007 and 2018 codes introduced stricter rules. TBDY 2018 has applied since 1 January 2019.
Should I buy in a building without an occupancy permit?
Buildings without iskân may have unauthorised floors or deviations from the approved design. Structural and legal risks should be examined more carefully.
Does earthquake insurance mean the building is safe?
No. Compulsory earthquake insurance (DASK) only provides limited cover for earthquake damage; it says nothing about the building's resistance.
