In short
  • According to Endeksa data for January 2026, Istanbul's highest average housing prices are in Beşiktaş (152,498 TL/m²), Kadıköy (150,885 TL) and Sarıyer (145,655 TL); Bakırköy is 110,484 TL and Üsküdar 93,832 TL.
  • High values strengthen redevelopment feasibility, giving owners better homes and a stronger uplift in value.
  • Each district has its own constraints: the Bosphorus Law, small plots, parking, sloping land and historic fabric.
  • ÇET Yapı has delivered projects in these districts including Yeşilköy Ateş Residence (urban transformation), Tarabya Ergene Villa, Beşiktaş Geo College and TED Üsküdar College.

Urban transformation does not work the same way in every Istanbul district. How much value a building gains after redevelopment, how much floor area can be produced and which technical challenges arise depend largely on its location. ÇET Yapı takes on urban transformation projects in Istanbul's prime districts; this guide summarises opportunities and constraints district by district.

District price levels

Average housing prices per m² according to Endeksa's January 2026 district averages:

District Average price per m² Key neighbourhoods Local constraint
Beşiktaş 152,498 TL Etiler, Levent, Ulus, Bebek, Ortaköy Bosphorus Law, sloping terrain
Kadıköy 150,885 TL Caddebostan, Suadiye, Göztepe, Erenköy, Fenerbahçe Small plots, parking, zoning rights
Sarıyer 145,655 TL Tarabya, Yeniköy, İstinye, Emirgan Bosphorus area, forest and conservation boundaries
Bakırköy 110,484 TL Yeşilköy, Florya, Ataköy, Kartaltepe Airport height limits, green fabric
Üsküdar 93,832 TL Kandilli, Çengelköy, Kuzguncuk, Altunizade Bosphorus area, historic fabric
Şişli 72,471 TL Nişantaşı, Teşvikiye, Bomonti Historic apartment fabric, listed buildings

District averages vary greatly by neighbourhood and building; values in neighbourhoods such as Nişantaşı or Ataköy can be well above the district average.

Why redevelopment is different in prime districts

  • Strong feasibility: high sale values mean a large uplift for the same construction cost.
  • Deep demand: renewed, earthquake-resistant homes with parking are in high demand in these areas.
  • High expectations: architectural quality, facade materials, common areas and technical systems directly determine value.
  • Technical and legal constraints: the Bosphorus Law, listed buildings, slopes and small plots require an experienced project team.

Our experience in these districts

Bakırköy Bakırköy Bahçeşehir College 8,456.93 m² school building, 22 months (2017)
Sarıyer Tarabya Ergene Villa 1,552 m², 5-storey villa, 20 months (2010)
Beşiktaş Beşiktaş Geo College Renovation (2018)
Üsküdar TED Üsküdar College Campus 19,232.92 m², two blocks, 53 months (2022)

The right process — the same in every district

  1. Risky-building assessment and title annotation
  2. Owners' decision (simple majority of land shares)
  3. Current zoning status and any conservation/Bosphorus constraints
  4. Plot-based feasibility (parking, floor plans, value analysis)
  5. Contractor selection on the same feasibility and a notarised contract
  6. Building completion insurance/guarantee, permit, construction, occupancy

Remember that risky-building owners can receive a 875,000 TL grant, 875,000 TL loan and 125,000 TL relocation support per home under Yarısı Bizden (until 31 December 2027).

Frequently Asked Questions

Which Istanbul districts are most valuable for urban transformation?

According to Endeksa data for January 2026, the districts with the highest average housing prices are Beşiktaş (152,498 TL/m²), Kadıköy (150,885 TL) and Sarıyer (145,655 TL). Bakırköy (110,484 TL) and Üsküdar (93,832 TL) are also high-value districts.

Why is redevelopment more favourable in prime districts?

Because sale values are high, the same construction cost creates stronger feasibility, leaving room for a better sharing ratio for owners, higher-grade materials and larger common areas.

In which districts does ÇET Yapı take on urban transformation projects?

ÇET Yapı provides feasibility, design and turnkey construction for urban transformation projects across Istanbul, particularly in Beşiktaş (Etiler, Levent, Ulus), Kadıköy (Caddebostan, Suadiye, Göztepe, Erenköy), Sarıyer (Tarabya, Yeniköy, İstinye), Bakırköy (Yeşilköy, Florya, Ataköy), Üsküdar and Şişli.

How much state support is available?

Under the Ministry's 'Yarısı Bizden' campaign in Istanbul, owners of risky buildings can receive a 875,000 TL grant, 875,000 TL loan and 125,000 TL relocation support per home; the campaign runs until 31 December 2027.
